HSCA Applauds Ongoing Bipartisan Efforts that Increase Supply Chain Transparency
The Healthcare Supply Chain Association (HSCA) and its traditional healthcare group purchasing organization (GPO) members applaud the ongoing bipartisan Congressional efforts to increase healthcare supply chain transparency for the ultimate benefit of patients. Specifically, we support two bipartisan drug supply chain transparency measures: the Drug Origin Transparency Act, sponsored by Rep. Doris Matsui (D-CA) and Rep. Dan Crenshaw (R-TX), and the Consumer Labeling for Enhanced API Reporting and Legitimate Accountability for Base Entity Listings (CLEAR LABELS) Act, sponsored by Sens. Rick Scott (R-FL) and Kirsten Gillibrand (D-NY).
“HSCA has long advocated for better visibility into upstream healthcare supply chain information. Increasing transparency, such as providing country-of-origin labeling requirements, will help provide critical visibility for traditional healthcare GPOs, providers, and the patients they serve,” said HSCA President and CEO Angie Boliver. “Tracking and labeling of manufacturing sources would help the FDA and stakeholders across the pharmaceutical supply chain anticipate potential supply disruptions and proactively mitigate the effects of shortages.”
Both bills would require drug labels to include the original manufacturer of the product and the original manufacturer of the active pharmaceutical ingredient, and the Drug Origin Transparency Act would further enable the FDA to require more detailed reporting on API suppliers.
“The Drug Origin Transparency Act and CLEAR LABELS Act are critical steps to help ensure American patients have access to safe and effective medications. HSCA and its member GPOs applaud Rep. Matsui, Sen. Scott, and Sen. Gillibrand for leading this effort, and we look forward to continuing to work with Congress to increase transparency in the pharmaceutical supply chain.”

As the sourcing and contracting partners to American hospitals and healthcare providers, traditional healthcare GPOs are committed to ensuring that hospitals and the patients they serve have continuous, reliable, and affordable access to medical products. We hope to continue working with bipartisan policymakers to bolster domestic manufacturing.
HSCA supports efforts to increase domestic capacity in the supply chain, and we are proud that our members are able to offer customers the opportunity to source necessary products domestically. GPOs work alongside manufacturers and healthcare providers to increase competition and promote domestic manufacturing, which is vital to ensuring patient access to essential medicines and products. During the COVID-19 pandemic, for example, a number of HSCA member GPOs launched programs to invest in domestic and geographically diverse manufacturers, helping expand production capacity and increase hospital access to critical supplies, including pharmaceuticals. HSCA has long advocated for policymakers to encourage investments in manufacturing capacity and quality, which are of critical importance for hospitals and the patients they serve. We support the Administration’s efforts to align foreign manufacturing facility inspections with those conducted domestically, including by increasing the fees for and number of inspections. Moreover, HSCA supports the order’s provisions focused on streamlining the permitting and construction of domestic manufacturing facilities. Expediting the building process for pharmaceutical manufacturing sites will help suppliers scale up domestic production quickly. We hope to continue working with the Administration on its domestic production objectives moving forward.”
